The 33-year-old arrives at the Potteries club after joining The Posh on a free transfer from Nottingham Forest back in the summer.
The Wigan-born midfielder brings a wealth of experience to Vale Park, having enjoyed spells with Ipswich Town, Sheffield Wednesday, Birmingham City and Walsall.
Valiants boss Martin Foyle was delighted to snap up the Northern Ireland international for an initial four-week spell.
"He's got a lot of pedigree and has got that experience that is paramount at the moment," Foyle told the club's official website.
"I'm surprised Peterborough let me have him, because they are in the relegation dogfight as well, but times are hard for a lot of clubs now and they have decided to let him go."
