Ronnie Moore will explain to an independent commission how he was unaware that he could not bet on competitions involving Tranmere, Sky Sports News has learned.
Moore accepted an FA charge on Tuesday regarding multiple breaches of Rule E8(b) for misconduct in relation to betting and requested a personal hearing.
Moore is believed to have made overall losses after he placed small, accumulative bets with family members over a number of years.
Tranmere are reviewing Moore's position at the club after he was suspended as manager in February, on full pay, when an investigation was launched by the FA's Football Integrity Unit.
Moore is believed to have received advice from the League Managers Association and an employment lawyer who specialises in the FA's judicial process.
Moore has been unavailable for comment.
