The highly-rated Irishman had fallen out-of-favour at Brunton Park and has been allowed to move on a month's loan with a view to a permanent deal.
Carlisle paid £100,000 for Foran when they signed him from Shelbourne in 2001, but he is now well down the pecking order and Oxford have swooped.
The 23-year-old is out of contract with Carlisle in the summer and The Cumbrians have decided to let him leave now with the hope of recouping some of their initial outlay.
"Richie is available on a Bosman at the end of the season and he is currently down the pecking order of strikers so I feel this is a good move for Richie right now," said Carlisle boss Paul Simpson (pictured).
