The former Crystal Palace midfielder is currently plying his trade with Spartak Moscow, but now looks to be on his way to Bloomfield Road.
The 28-year-old is set to link-up with The Tangerines for pre-season training.
"He's a Spartak Moscow player as it stands and we have no contract in place to sign him but we are interested," Grayson confirmed.
"He's only just got back from eight months out injured but he played for his country this month which is a good sign.
"We will have a good look at him over pre-season and take it from there."
Blackpool have strong connections with Latvia as they are owned by Valeri Belokon, and they already have one Latvian player in the shape of Kaspars Gorkss.
Meanwhile, Huddersfield are still waiting to hear from Blackpool about Chris Brandon.
The midfielder finished last season on loan at Blackpool, but it remains to be seen whether he will be offered a permanent deal.
"The Chris Brandon situation is ongoing," said Terriers boss Andy Ritchie.
"Simon Grayson [Blackpool manager] has been away but he is back now so we will just have to play it by ear.
"As I have said before - if Blackpool do not want him then we are more than happy for him to stay here."
