The 19-year-old teams up with former Robins coach Leroy Rosenior (pictured), who is currently manager of the high-flying Gulls.
Brown will now have the opportunity to earn some first team experience with the Plainmoor club, who sit second in the table and one point behind league leaders Hartlepool United.
On Brown's loan move to the Devon side, Bristol City manager Danny Wilson told the club's official website: "We know Torquay will try and play good football under Leroy, and that makes it an attractive move for Marvin.
"I don't think he will play every game, but he will at least be on the bench and that should ensure he gets some more league football under his belt.
"Hopefully, the change will do him good and he will return to us with renewed zest.
"With Leroy Lita having made such encouraging progress this season, chances were going to be limited for Marvin here."
Meanwhile, Bristol City defender Louis Carey has had a setback in his attempts to return from a knee injury he suffered in July.
The 25-year-old is now expecting another month on the sidelines after a specialist told Carey that bruising on his knee bone had failed to clear up.
He has yet to make a start this season for the West Country club and the defender has admitted he is frustrated by his current situation.
Carey said: "It's beginning to get to me a bit because I'd been expecting to be back in the thick of it by now, challenging for a place in our defence.
"When you're in my position all you want to do is be among the lads on the training ground and I've been told that this particular problem will take another month or so to clear up.
"I'm actually pretty fit and raring to go but the only thing that will help sort this little problem out is rest, so I feel like I'm getting nowhere fast."
