The 23-year-old joins from Dundee United on a one-year deal after catching the eye in training this summer.
Smith's move to Meadow Lane looked to be in doubt last week as he wanted a two-year contract, but the Edinburgh-born frontman has now agreed a 12-month deal.
County hope to add more new faces to their squad ahead of their first League One game of the season against Huddersfield on Saturday.
