Northampton Town winger Johnson is thinking over a move to Elland Road after the two clubs agreed on a fee.
Johnson is also wanted by teams in the Championship, with the likes of Colchester United, Coventry City and Leicester City all linked with bids.
But Leeds boss Wise has laid down a challenge for Johnson by stating the League One promotion hopefuls are bigger than clubs in the second tier.
Wise said: "It's not quite a done deal. We've agreed a fee with Northampton and what I didn't want, if I'm being honest, is to sit down with the boy's agent, go through all the bits and pieces and then he touts him out to other people.
"I asked him to take a bit of time, have a think about what he wants to do and whether he wants to join Leeds United.
"We're Leeds United Football Club, we get 30,000 crowds and I asked him if he was comfortable playing in front of that. If he is, I'll see him very soon.
"This is a big club if he wants to go somewhere. We're bigger than all the clubs in the championship with our support and our facilities."
