The 30-year-old leaves Scottish Premier League side Hibernian to make the move to The Tykes, having spent part of last season on loan at Stockport County.
Colgan will hope to secure the number one jersey next season with Paul Hart's side, as the South Yorkshire club aim for promotion from League One.
Barnsley midfielder Jacob Burns, meanwhile, is the latest player to agree to a new contract with the club.
The Australian international has agreed a new one-year deal with The Tykes.
One player who is leaving Barnsley is utility man Lee Crooks after the club decided not to offer the former Manchester City player a new contract.
