Leicester chairman Milan Mandaric is still hoping to bring in three or four more new players.
Martin Allen made his 12th signing of the summer on Friday when he landed DJ Campbell from Birmingham, but Mandaric would like his new manager to keep strengthening.
Mandaric is determined for The Foxes to mount a serious challenge for promotion this season and believes there are one or two areas the squad could be improved.
"We still could make three or four new signings before the start of the season," he told Sky Sports News.
"We're still looking to improve the squad and we need a creative midfielder and defender.
"That would take our signings to 16 which is the right number as that's a whole team and five on the bench.
"We are aiming for the Premier League but it's going to be very hard and competitive and an interesting season.
"We want a top-five finish and that is what I expect."
Leicester had been interested in former Liverpool striker Robbie Fowler but he has now agreed to join Cardiff.
However, Mandaric insists Allen was happier to snare Campbell and was not too concerned about missing out on Fowler.
"To be honest the manager preferred to have DJ and that meant we didn't go after Robbie as aggressively," he explained.
"We are very happy to have him (Campbell) here and we're delighted. He's a great player and the manager has a lot of faith in him."
