The 28-year-old was first mooted as a target for The Clarets in January after Robbie Blake was sold to Birmingham City.
Cotterill has since kept a watching brief on Howard's situation, with the forward out of contract at Kenilworth Road in the summer.
Nottingham Forest have already failed with an offer for the attacker this term, while Cotterill has now discussed a possible deal with Howard's agent.
The Burnley boss admits he is considering pursuing his interest but suggested a pre-transfer deadline is unlikely.
He also acknowledged that, if he does try to tempt Howard to Turf Moor this month, he will inform Luton manager Mike Newell of his intentions.
"Steve Howard is still in contract at Luton Town and if something was going to happen with him, Mike Newell would be the first to know and I'd be on the phone to him," Cotterill told the club's official website.
"I won't say that I haven't had a conversation with his agent, but that doesn't mean to say anything is happening now.
"I won't be doing anything disrespectful to Luton Town, though, because Mike Newell will be the first port of call."
