The Frenchman, who turns 32 next week, is expected to sign a two-and-half-year contract with the Championship strugglers next week after both clubs agreed to a £100,000 fee for the player.
Friio will travel to The City Ground on Monday to have a medical before sealing his move to Gary Megson's side, having rejected the offer of a new contract with The Pilgrims.
The midfielder, who was due to be out of contract at Home Park in the summer, believes the offer from Forest was too good to resist.
"Sometimes you have to make big decisions and this was an offer that I could not turn down," Friio told the club's official website.
"It is a good move for everyone, I think.
"Plymouth will always be a very special place for me, but time doesn't stand still."
Another player to leave the Devon side is striker Stewart Yetton, who has joined non-league side Tiverton Town on a free transfer.
Meanwhile, Forest have appointed Tommy Moller Nielsen as the club's Scandinavian scout.
The Dane, son of former Denmark boss Richard Moller Nielsen, will keep an eye on potential talent in the region for the club.
