The 24-year-old is Williamson's third summer signing from North of the border as he penned a two-year deal at Home Park.
Lee Makel and Steven Milne have already made the long journey south to Devon, and highly-rated midfielder Lasley will join the ranks of Scots at the club.
Lasley had to make a tough decision to leave Fir Park, but wanted to test himself in Division One with the newly-promoted Pilgrims.
"It was a hard decision to make because it's my first major move away from a club," said Lasley.
"But it was a decision I had to make and it was the right decision.
"I had a good season last year and I think it is time to move on and have a go at the English First Division.
"It will be a different style of football here and that is what I'm really looking forward to and I can raise my game to play at this level."
