Stoke have agreed a fee to take America international Geoff Cameron to the Britannia Stadium.
A price of $2.5million (£1.6m) was set by Major League Soccer, which determines a player's valuation in the States, and the Potters have agreed to the deal.
The 27-year-old Houston Dynamo defender is now discussing personal terms with the Premier League club, who still need to secure international clearance for the transfer.
That could be a stumbling block because Cameron has not met the FIFA requirement of playing 75 per cent of his country's competitive internationals over the last two years.
Former US boss Bob Bradley has agreed to verify that this would have happened had Cameron been fit but Stoke chairman Peter Coates has stressed they are taking nothing for granted.

"The deal is a work in progress as we speak," Coates told the
Stoke Sentinel.
"We are still talking on personal terms and we need to make sure we get international clearance for him.
"But we are hopeful we will get that clearance on the basis of his history, his background and his achievements to date.
"We can see no reason why we won't get that clearance, but obviously we are taking nothing for granted."
