The 21-year-old spent three months on loan at Saltergate last season and impressed Spireites boss Roy McFarland in making 15 appearances.
McFarland is desperate to sign Clingan on a permanent basis and had a £50,000 offer rejected by Wolves last week.
The League One outfit have returned with another improved offer for the youngster but their bid has again been dismissed.
"I am very disappointed that our improved offer has been turned down but we can't hang about and are now looking at alternatives," McFarland told the club's official website.
Clingan has yet to make his first-team debut for Wolves and it is unclear if he figures in Glenn Hoddle's plans for the new season.
Doncaster Rovers also had a bid for Clingan rejected last week, with Wolves feeling their valuation has yet to be met.
