The 19-year-old hit-man has made just two senior starts but has shown sufficient promise for Preston boss Billy Davies to pursue his services.
The two clubs were unable to concur on a fee for the striker and it will now be decided by a tribunal - in a move which has not amused Vale chairman Bill Bratt.
A figure of £350,000 has been mooted by the Vale supremo but past precedents suggest this figure is an optimistic valuation.
''I feel let down by Dave's decision to leave the club, particularly after all the injuries he's had,'' said Bratt.
''We've never rushed him back and have always fully supported him through his development.
''And then all of a sudden, Preston come in and he's decided he's joining them.
''But I'll be looking for at least £350,000 for him at the tribunal.''
