Darren Huckerby scored the winner six minutes from time which, combined with West Brom's defeat to Reading, put them just a win away from the Division One championship.
Still celebrating promotion to The Premeirship before kick-off, it took just two minutes for Canaries' beaming fans to be given something else to cheer when Leon McKenzie headed home after Huckerby's shot had deflected into his path.
Preston were determined not to lie down and accept defeat, and with five minutes on the clock levelled through Paul McKenna who continued his recent goalscoring form with a fine strike.
Norwich took the lead for the second time through Damien Francis - who capped a superb weaving run with a fine finish into the top corner.
Three minutes into the second half and Preston were level again when former Norwich loanee David Healy strode through and finished well past Robert Green.
North End were then reduced to ten men when Marlon Broomes picked up his second booking but could have snatched a win but for the width of the woodwork denying McKenna his second.
But the party could not be stopped, as Huckerby scored his 14th goal of the season to put Nigel Worthington's men on the cusp of the title.
