Derby have completed the signing of Hamburg's Benny Feilhaber after successfully obtaining a work permit for the USA international.
The 22-year-old did not meet the automatic work permit criteria of playing in at least 75% of international fixtures in the last two years, so the case went to a Home Office Football Review Panel hearing to obtain the correct documents.
The midfielder is now due to fly in to England to finalise his transfer, although he will not be eligible to play in Saturday's season opener against Portsmouth as his international clearance will not be completed before Friday's 12 noon deadline.
Rams boss Billy Davies told the club's website: "We're bringing in another very good young player with excellent potential who is growing in stature with his national team.
"I believe he is ready for the challenge of the Premier League."
Feilhaber, who was born in Rio de Janeiro, made his debut for USA earlier this year and he also scored the winning goal as the States beat Mexico 2-1 in the final of the Gold Cup.
He made nine Bundesliga appearances last season and featured in the UEFA Champions League game against Arsenal at Emirates Stadium.
