The winger was sent off by referee Barry Knight after colliding with Luis Garcia during The Black Cats' 1-0 defeat to Liverpool.
McCarthy hopes the official will admit he made a glaring mistake because the former Republic of Ireland boss has been impressed with Welsh's form this term.
"We're appealing and I've not yet heard, seen or spoken to anybody who thinks it is a sending off," the Stadium of Light boss stated. "Most people think it was a little bit unnecessary.
"Let's hope common sense prevails and it gets rescinded.
"He's been outstanding, Welshy, one of the successes and real plus points in the two games we've had.
"So, from my point of view, we'll appeal and if we do appeal, he'll play on Tuesday [against Manchester City].
"As long as it's not a frivolous appeal; we've all seen it and it's far from it.
"If he was found guilty, which I'd like to think he wouldn't be, and I'll be surprised if he was, he'd miss Saturday's game but I want to plan for the game today. Surely they can't tell me at two o'clock tomorrow he can't play, me having decided he is going to play."
