A host of clubs were alerted to Mick McCarthy's decision to make Thornton available for transfer, with the likes of Leeds and Crystal Palace expressing interest in the midfielder.
Spanish side Malaga were also credited with an interest, but it is Doncaster who have won the race after agreeing a £175,000 fee with Sunderland.
The Irishman is looking to kick-start his career at Belle Vue and his agent has suggested Thornton rejected more lucrative offers to sign with Rovers.
"He is delighted to move to Doncaster," Thornton's agent Lee Payne told skysports.com.
"This move is not about money, rather Sean's desire to play football."
Rovers boss Dave Penney has made waves in the transfer market this term and has also swooped to sign Phil McGuire from Aberdeen, with the defender snubbing other clubs to move to the ambitious League One side.
