The Black Cats ended United's impressive recent run of form with two goals from Marcus Stewart, but Moore was not happy with McAteer nor referee Chris Foy after the game.
Former Liverpool midfielder McAteer was booked for a bad tackle on Shaun Barker, that resulted in the defender being stretchered off.
"If it had been any other player on the pitch, they would have been sent off," slammed Moore. "There is no doubt about that.
"He went over the top and caught the player. Whether he mistimed it or not is another matter, but there is no doubt he caught him.
"Maybe he wasn't sent off because he is a big name but he knows all the tricks from his Liverpool days and he was the best referee on the pitch today.
"He winds referees up, talks to them and gets them on his side so that, when something like that happens, they don't send him off."
Mick McCarthy naturally leapt to the defence of somebody who also played under him in his Republic of Ireland days.
"There is no way Jason would have meant to hurt him," he said afterwards.
