Preston have signed West Brom midfielder Darren Carter.
North End have paid their Championship rivals £750,000 for the former Birmingham star - although the fee could rise by another £500,000.
The 23-year-old has sunk down the pecking order at The Hawthorns and manager Tony Mowbray admitted he could not stand in his way.
"Darren didn't play as much football as he would have liked last season," said The Baggies boss.
"I had a chat with him and he told me he wanted to figure more regularly this season.
"I couldn't promise him that so when Preston came calling, I think it was a move which suited all parties.
"I want to thank Darren for his contribution last season and wish him all the best in his future career."
Preston boss Paul Simpson added: "It's taken a while but I'm pleased and I'm looking forward to him being a Preston North End player."
Carter is Preston's fourth signing of the summer following on from Billy Jones, Karl Hawley and Kevin Nicholls.
