The England Under-21 star held talks with the Welsh giants before leaving Wimbledon, but West Ham won the day when they came in with a late bid.
"I was very tempted when Cardiff made an offer, not least because of the Sam Hammam connection," said Reo-Coker.
"I was only a schoolboy when Sam Hammam was at Wimbledon, but he befriended all the kids there and I thought seriously about joining Cardiff.
"A proposed move to South Wales didn't worry me at all, but I believe I made the right decision to join a club which had just come down from the Premiership and is determined to go straight back."
