Owls boss Terry Yorath is determined to boost his firepower and was keen to capture the 23-year-old until the end of the season.
However, The Addicks have knocked back Yorath's request leaving the Owls chief to scour elsewhere for a fresh injection of goals.
Lisbie has failed to nail down a permanent place in the first team at The Valley and has not featured since the February defeat to Manchester United, while it was early December when he was last on the scoresheet.
Yorath is on the look-out for a mobile striker to partner Shefki Kuqi in the Owls attack and Lisbie certainly fits the bill.
But with that deal hitting the buffers, Yorath will have to quickly set his sights on a new target before Thursday's transfer deadline.
The Owls' interest in Lisbie has also sparked speculation that leading scorer Efan Ekoku is on his way out of Hillsborough.
Ekoku has netted 12 goals this season and is believed to be wanted back in London but with Wednesday battling to avoid the drop, Yorath may be unwilling to part company with the experienced former Wimbledon marksman.
