Phillips and Clarke have impressed while on loan at Bramall Lane over the past month.
Wilson is set for discussions with Seasiders counterpart Ian Holloway after Tuesday's Johnstone's Paint Trophy clash with Bradford, but believes the duo's immediate future lies in the Championship.
"Billy and Matt have been tremendous for us and have made some really positive contributions," Wilson told United's official website. "Matt has brought us some real pace, which we didn't have before, and Billy is a really clever player - he has made a fantastic impact.
"They will both leave us after Tuesday night and although I haven't spoken to Ian yet, I am not confident of keeping them, although you can never rule anything out.
"Blackpool have a big squad and although they are fifth in the Championship, Ian had given everyone a chance up there and that could be just the case with Billy and Matt so we will just have to wait and see how things develop."
