The Wigan striker was hoping to end his three-year absence from the national team by being included in Steve McClaren's squad for Wednesday's friendly against Germany.
Wigan boss Chris Hutchings also said the 29-year-old deserved a chance to add to his 43 England caps after some impressive displays for the Latics in the opening weeks of the season.
But McClaren opted against recalling the former Leicester, Liverpool, Birmingham man for the Wembley showdown.

"It's up to the manager. I haven't spoke to Steve McClaren about it, although I'm sure he has my number if he needs to contact me," Heskey told Wigan Today.
"There are players in the England squad who haven't been playing regularly for their club, but that has been happening for years.
"You just have to get on with it - you can't dwell on things.
"England games come around every couple of months or so, while at Wigan I'm here to play week in, week out."
