The Latics boss revealed that he made a better offer to The Bairns than what the Ashton Gate club tabled for the Scottish Under-21 international and that it was accepted by the Brockville outfit.
However, 20-year-old Miller seemed impressed with the West Country club when he visited them last week and decided to join the Division Two outfit in a £300,000-plus deal on Friday.
Jewell remains hopeful he can find another striker for the club's coming campaign in the First Division.
"Falkirk had accepted our offer, but we did not get a chance to speak to the player before he signed for Bristol City," Jewell told the club's official website.
"That was a hard one to work out. We had given Falkirk a better offer than the Bristol club and I'm sure we could have bettered his wages, but never got the chance.
"If he would rather go to Bristol than join us in the First Division, it could be that we are not the losers.
"We have a solid team but we have to improve our goalscoring ratio and that's no reflection on the individual team members.
"It's not easy, though, to get the right people, but even after it really counts - when the season starts on August 9 - we will be trying to improve the side with the right players continually.
"We are looking to try to do it as of now, but for whatever reason it has not happened yet."
