Daniel Cousin's move to Fulham could still be on after FIFA confirmed they still have to make a decision on his transfer from Rangers.
Both clubs had said that the £3million deal for the striker had collapsed because football's world governing body had refused to sanction the move.
"From FIFA's side, the case is still pending. No decision has been made yet," a FIFA spokesman said.
"Nothing has been communicated yet so we don't know where this information has come from but it was certainly not from FIFA."
Cousin played 20 minutes of league football as a substitute for French club Lens before moving to Rangers this summer. FIFA regulations forbid a player from playing for more than two clubs in one season.
