Sky Sports News understands Rangers have turned down a bid from Fulham for Daniel Cousin.
Roy Hodgson had identified the striker as someone who could help keep The Cottagers in the Premier League.
However, the Scottish side have rejected an offer from Fulham that is believed to be £2.5million.
