The Cottagers have landed Baird for a £3.025million fee after beating Premier League newcomers Sunderland to the 25-year-old Northern Irishman's signature.
"I'm delighted that Chris has chosen to join Fulham despite interest shown by other clubs," Fulham boss Lawrie Sanchez told the club's website.
"I am well aware of Chris' attributes as a player from my time with Northern Ireland and his qualities and versatility will be a major asset for the club next season."
Baird, who can play at right-back and centre-half, rose through the youth ranks at Southampton and was voted their player of the season last year.
At international level he has been capped 25 times by Northern Ireland and he will link up with former national team boss Sanchez once again at Craven Cottage.
It was thought that Baird would move to the Stadium of Light after they tabled an offer of £3million at the end of last week, which was accepted by the Saints following their rejection of an initial bid from Fulham.
Baird had handed in a transfer request at St Mary's and becomes the second defender to join Fulham this summer following the capture of Aaron Hughes.
