The likes of Massimo Maccarone, Fabio Rochemback, Gaizka Mendieta, Ray Parlour, Malcolm Christie and Brad Jones all appear available for transfer - but Southgate will not merely ignore them.
"They are still our players and they are part of our squad," Southgate told Sky Sports News.
Maccarone and Rochemback particularly have been strongly linked with moves, but Southgate insists nothing is imminent with them.
"Both of them are frustrated at not playing at the moment, but until a club makes an offer or something happens then they are with us and available for selection.
"We've had contact from Lisbon about taking Fabio on loan, but nothing concrete. I don't really want him to go.
"I think he's a talented player. He's not in the team at the moment, but like all players when they are not in the team I'd like them to stay and fight for their place."
Southgate himself is critical of how the transfer window works.
"I'm not sure it's the right system at the moment - in an ideal world there wouldn't be a window," he said.
"In some respects I would rather have a window in the summer or all the way through the year - but the window in January makes it an unsettling time.
"At the end of the month, the players will know they are here until the next window, at least.
"We're trying to do business and we're progressing on a couple of fronts.
"But I've said all along I will only add to the squad if it improves us. We want people with hunger and energy and with a will to achieve.
"I expect to have some activity over the next couple of weeks."
