Emre claims his actions after scoring for Turkey against Hungary were not intended for anyone connected to the national side.
The Newcastle midfielder made hand gestures and shouted towards the press box after opening the scoring in midweek.
It had been thought Emre was angered by criticism from national coach Fatih Terim, although he claims his actions were for someone in the press box.
"This action was not for everybody, but only one person in the press - he knows it," explained Emre.
Emre is doubtful to feature against Derby on Monday after returning to Tyneside with a knee injury.
