Blackburn midfielder David Bentley will be given the chance to prove he wants to play for England.
Bentley withdrew from the England Under 21 squad for the European Championship earlier this summer, claiming he was struggling with fatigue.
Steve McClaren is planning to talk with the 22-year-old as he considers calling him up for next week's friendly against Germany.
Bentley won an England B cap against Albania in May and will have to convince McClaren of his desire to play for the full national team.
"I'll have a conversation with him and after that I'll be able to answer the questions I have," McClaren is quoted in the Daily Mail.
"We look at every individual and his character and whether he has the character to play for England.
"I kept out of the debate. It was an Under 21 issue. He made his decision and it's in the past. How we move on from it we'll see."
Asked if Bentley had been forgiven, McClaren added: "You'll find out when you see what happens."
