Pedersen was knocked to the ground after clashing with Mills near the end of Blackburn's draw at Manchester City on Saturday.
The Norwegian international escaped any serious injury from the scuffle, but he insists he was surprised by Mills' actions.
"My nose is aching a bit, but it has been worse." Gamst Pedersen told NTB.
"The referee should have given a free kick, but he can't see everything.
"He (Mills) overreacted. Suddenly I got a blow in the face. I was very surprised."
Pedersen believes Rovers should have beaten City, but was happy with a point in the end.
"I had good control of him (Mills)," added Pedersen.
"We dominated heavily, especially before the break, but lacked the finishing.
"A point away at City is good. They have played well on their own ground this autumn."
