The Scot, along with a host of other scouts, were on hand to watch Green in action as Rovers overcame Walsall 3-1 at Belle Vue.
The 21-year-old midfielder played in 68 minutes of the contest before departing with the scoreline at 2-0 in favour of the home side.
Souness has an excellent eye for lower league talent having snapped up Jon Stead from Huddersfield Town last season.
The young striker took to Premiership football like a duck to water and helped to keep Rovers in the top flight with a string of goals for the Ewood Park outfit.
While Stead is yet to find his best form this time around, Souness is keen to hand more promising talent from the lower league the chance to shine on a bigger stage.
