The prolific Terriers marksman has put pen-to-paper on a four-and-a-half year contract with his new employers.
Graeme Souness failed with a bid for the tall centre forward at the end of last week, and suggested he would not be returning with a fresh offer because the ball was in Town's court.
However, a move was finalised on Monday afternoon after an undisclosed fee, confirmed as being more than £1 million, was agreed between the two clubs.
Sunderland had been confident of landing Stead, following a lengthy pursuit, but the 20-year-old has opted for a Premiership opportunity by linking up with Rovers.
Stead will provide hot competition for places in attack at Ewood Park, with Paul Gallagher emerging as a genuine talent, but there has been some speculation that another forward on the Lancashire club's books, Matt Jansen, could be on his way to Ipswich Town in a loan transfer.
