Harkness has decided to join Paul Jewell's struggling side for the opportunity of regular first team football, after being frozen out of plans at Ewood Park
The 29-year-old will come in for Andy Hinchcliffe, who will be allowed to leave the Owls as they try to reduce their wage bill, with the club in serious financial trouble.
Blackburn Rovers boss Graeme Souness signed Harkness only six months ago from Benfica for a fee of £400,000 but he has failed to make an impact at Ewood Park and he has been allowed to move on.
Harkness made 17 appearances for Rovers last season but he has just made the one start this season in the Worthington Cup against Rochdale as Souness has tried different players at left back.
Talks are continuing between both clubs and it seems unlikely that any deal will be finalised before Wednesday.
Souness is targeting Heart Of Midlothian full back Gary Naysmith, who has also attracted the interest of Premiership outfit Ipswich Town, as replacement for Harkness
The Rovers has been impressed with Naysmith and he wants to make the Scot his new signing in his restructured squad at Ewood Park.
