Time was running out for Spurs to complete the signing of the creative midfielder but Martin Jol landed his man before the midnight cut-off point.
Jol was busy organising the side in the 1-0 defeat to Fulham but he will have been heartened at hearing that a deal for Murphy was concluded.
The 28-year-old almost joined Spurs when leaving Crewe Alexandra but opted instead to head for Liverpool.
"Spurs have always been a club that has attracted me," Murphy told Spurs' official website.
"But, whereas previously things didn't work out, this time they have.
"I am absolutely delighted.
"I am looking forward to playing my part in the team Martin Jol is building."
The deal could be worth up to £2 million for Charlton, whose manager Alan Curbishley said the move was of Murphy's doing, not his.
Newcastle United had earlier been linked in the window with a move for the intelligent passer but Graeme Souness's hands were tied in the transfer market.
