The 21-year-old, who has spent the last two seasons on loan with Brentford and Colchester United, will again start the season in the newly-named League One - this time with The Hatters.
Despite the loan spells away from Fratton Park, Vine signed a new two-year contract with Pompey back in March.
Newell was delighted to land goalscorer Vine before the Bedfordshire club face promoted Huddersfield Town to open the season at The McAlpine Stadium on Saturday.
"He has gone out to Brentford in the past and also Colchester last year and proved that he is capable of doing things," Newell told the club's official website.
"I think that it says everything about him that Portsmouth have signed him on a new contract because they are a little wary of letting him go.
"It's three months with a view to signing him for the whole season, if he does well for us that is what we would be after."
