Noble, who is now at West Ham, criticised the club back in February for not allowing the likes of Steve Sidwell, Matthew Upson and Ben Chorley the chance of first-team action.
The 21-year-old revealed he endured a frustrating time at Highbury, though he had no regrets about departing for pastures new.
Although chances for youngsters has been limited in the past, Noble believes with the cash-pot running dry the future is brighter for those in the youth team.
"It was frustrating at Arsenal and there was no opportunity for the young talent," said Noble.
"They have no money and are now thinking about playing a few of them - but I have no regrets."
