The Italy international has passed a medical and signed a long-term contract.
His arrival on Merseyside makes him Brendan Rodgers' first signing since taking the Reds' managerial reins.
Borini is a man Rodgers knows well, having previously worked with him in Chelsea's academy system and during his time in charge of Swansea City.
Liverpool believe the 21-year-old represents sound transfer business, as he is one for the present and future.
Borini has a proven track record when it comes to finding the target and formed part of Italy's squad at Euro 2012.
Completed
He will be hoping to hit the ground running upon his return to England, with a first taste of the Premier League awaiting him.
"Liverpool have today confirmed they have completed the signing of AS Roma forward Fabio Borini," read a statement released on the club's official website.
"The Italy international has put pen to paper on a long-term deal with the Reds after agreeing terms and passing a medical at Melwood.
"In joining the club, Borini becomes Brendan Rodgers' first signing as Liverpool manager."
