Sunderland have taken the Liverpool youngster on a season-long loan, with Le Tallec's Anfield opportunities limited this season.
Le Tallec will add a touch of flair to the Sunderland squad and McCarthy has been a long-term admirer of the Frenchman.
The Black Cats boss tried to sign the 20-year-old last summer, only for the attacker to head for an unhappy loan spell with St Etienne.
The youngster has now agreed to go to The Stadium of Light and McCarthy is thankful his pursuit of Le Tallec has finally paid off.
"Le Tallec was one last season we enquired about and he went off to St Etienne," said McCarthy.
"We've been in touch with Liverpool for quite a while to see who they would let out on loan and we've got an exciting and versatile player who will do well for us."
However, Le Tallec will be denied a swift return to Anfield when Sunderland face his employers on August 20.
New Premier League rules stipulate that players on season-long loan deals cannot line up against their parent club.
Meanwhile, reports claim that Sunderland are lining up a £500,000 bid for Sheffield United striker Andy Gray.
