The Premier League granted Chelsea permission to go through Fifa and claim on Mutu.
The Romanian was sacked by Chelsea after testing positive for a banned substance in October.
The 26-year-old was handed a seven-month worldwide ban after his departure from Stamford Bridge.
However, despite his ban, Mutu agreed a five-year deal with Italian giants Juventus in January and will be free to play next month.
Chelsea have since claimed that Mutu breached his contract with them by taking drugs and now they are looking to recover a sizeable chunk of the £16 million they paid Parma for the striker in 2003.
Mutu, though, is concerned about the ruling and feels it could affect footballers the world over.
"Now, I expect anything (the worst) to happen to me," Mutu told Pro Sport.
"This may create a dangerous precedent, with consequences for all soccer players.
"Employers might fire anyone, anywhere and ask damages for different reasons.
"You wonder how I feel? I feel as anyone would if they were in my place and asked to pay é¼11.5 million!"
