Argentine defender Samuel is one of the most coveted defenders in world football, with his performances attracting interest from all over Europe.
Roma have resisted offers for the defender in the past, but a blockbusting offer from Stamford Bridge could prompt them to part company with Samuel.
It would appear as if Roma are planning for life without Samuel, as Boca vice-president Pedro Pompillo is waiting for developments with interest.
Boca are due 10 percent of any fee for Samuel, who only signed a new contract with Roma in October, so the club are looking for Chelsea to firm up their interest.
"Until the last weekend, everything was going in the correct direction but now it seems to be that nobody can find Abramovich, so there is an impasse," said Pompillo.
As well as the windfall from the sale of Samuel, Boca could well swell their coffers further if Roma sign Burdisso.
"Anyway, this offer is the only one that we have received in Boca for Burdisso," added Pompillo.
Barcelona, Paris Saint Germain and Marseille are all thought to be keen on Burdisso as well, but Roma would be in prime position to land his signature if Samuel is sold for a mega fee.
Another Boca player, Facundo Imboden, is the subject of interest from Swiss side Basel.
