The Blues have reportedly lodged a bid of ‚é¼25 million for the Brazilian, but Roma are not impressed.
Emerson is a key member of Roma's starting line-up and coach Fabio Capello is looking for him to form a formidable midfield partnership with new signing Olivier Dacourt.
The player is contracted to the club until 2005 and even an increased offer from Chelsea is unlikely to interest Roma - who are looking to push for the Serie A title next season.
Chelsea have already reportedly failed with bids for Alessandro Nesta, Edgar Davids and Christian Vieri since Russian billionaire Roman Abramovich took charge of the club earlier this summer.
Meanwhile, Marco Delvecchio's agent has strenously denied that his client is on his way to England.
Roma president Franco Sensi has reportedly instructed unknown agents to get Delvecchio to The Premiership and off their wage bill.
However, Claudio Pasqualin says that he is the only one who can broker a move.
"It is time to stop all this speculation with Delvecchio," he told calciomanager.
"This is all false news.
"I am Delvecchio's agent and if Roma want to sell him, they will have to tell me.
"I consider all these rumours ridiculous."
In other news, Roma seem close to sealing a new contract with midfielder Damiano Tommasi.
The 29-year-old is reportedly ready to pledge his future to the club until 2006.
