The 19-year-old makes the short switch from Loftus Road to Stamford Bridge in order gain some valuable first team experience.
After earning call-ups to the England Under-21 and Under-20 squads, Evans will be expected to compete with veteran Fraser Digby for the first team slot at Rangers.
Ian Holloway knows the player well after managing to sign him on loan during his time as Bristol Rovers manager, and the deal has finally occured after much perseverance on the part of the QPR boss.
Several approaches have been made to Blues boss Claudio Ranieri, and the broken leg suffered by Chris Day heightened the need for Holloway to bring in new blood.
Rangers are hoping to mount a serious promotion push, following their relegation from Nationwide Division One last term.
Meanwhile, the club have confirmed that Digby will be staying at Loftus Road until the end of the season.
