England Under-21: Saido Berahino, Luke Shaw and Calum Chambers in Euro play-offs squad

Gareth Southgate has named West Brom striker Saido Berahino in the England Under-21 squad for the crucial Euro U21 playoff tie against Croatia.

Berahino had been tipped for a place in Roy Hodgson's squad for the European qualifiers against San Marino and Estonia but he will have to wait for his first full cap.

Manchester United defender Luke Shaw returns to the Under-21s from Hodgson’s senior squad, while Arsenal's Calum Chambers gets his first call-up for the side, having made his senior debut last month.

Southgate insists the trio should not be downhearted at missing out on the senior squad.

He said: "It shouldn't be seen as players coming back down being some sort of punishment. We have got to make that movement between the squads more fluid.

"It's a positive message, to show they are prepared to come and join in with the rest of the group is important.

"Roy and myself work very closely every time there's a squad announced and clearly Luke and Calum have been around the senior squad already.

"The fact it's a playoff game Roy was keen that those who he didn't think would start for him were with us. That's the joined-up thinking we're trying to put in place.

"The boys have to come and have the desire to come and do that. They understand the situation because getting to the finals is important."

Southgate added: "We know Luke's quality but he has not had that many games for United and he hasn't got enormous international experience, so to play in matches like this is important for him.

"On a broader scale, for him to have the humility to come and play for us is key to what we are trying to do for the future."

Chelsea midfielder Lewis Baker is another player to join Southgate's squad for the first time, after captaining the Under-20s to a 6-0 win over Romania last month.

There is also a recall for Chelsea striker Patrick Bamford, who has been in impressive form on loan at Middlesbrough this season.

Southgate is without squad regulars James Ward-Prowse, Nathaniel Chalobah and Danny Ings, who are all ruled out through injury.

England Under-21s face Croatia over two legs, starting at Wolves' Molineux ground on Friday next week, followed on Tuesday, October 14, by the return leg in Vinkovci, Croatia.

The winners will be heading to the European U21 Championship finals in the Czech Republic next June.

The England-U21 team cruised through their group stage to reach the playoffs, winning nine of their 10 games.

Defenders: Calum Chambers (Arsenal), Eric Dier (Tottenham Hotspur), Luke Garbutt (Everton), Ben Gibson (Middlesbrough), Carl Jenkinson (West Ham United, on loan from Arsenal), Michael Keane (Burnley, on loan from Manchester United), Jamaal Lascelles (Nottingham Forest, on loan from Newcastle United), Liam Moore (Leicester City), Luke Shaw (Manchester United).

Midfielders: Lewis Baker (Chelsea), Tom Carroll (Swansea City, on loan from Tottenham Hotspur), Jake Forster-Caskey (Brighton & Hove Albion), Will Hughes (Derby County), Thomas Ince (Hull City), Alex Pritchard (Brentford, on loan from Tottenham Hotspur), Nathan Redmond (Norwich City).
