Sky Sports that he is still hoping to have an international future under Michael O'Neill.
The 34-year-old has not been included in O'Neill's first Northern Ireland squad ahead of the friendly with Norway later this month.
But Carroll, who recently joined Greek giants Olympiakos, is hopeful he will once again play for his country and add to his tally of 19 caps.
"I hope to play for my national team again. I hope so," he told
Sky Sports.
"Michael is a good person, he did well at Shamrock Rovers and he took over a big job at Northern Ireland.
"I wish him the best and I am sure that he can make it. I used to play with him so I know what he is like, as a player and person.
"I want to play for my national team so I have to see what happens the next few weeks.
"I always wanted to play for my country, I have never turned them down."
Issues
Carroll admits he did have issues with previous boss Nigel Worthington, saying: "I have been very disappointed with the former manager for not playing me.
"Nigel, I thought, would get back to me and speak to me about my situation but he never got back to me.
"But now it's a new beginning for me and hopefully I will get a call-up for Northern Ireland."
