Sky Sports sources understand that Inter Milan's €25million bid for Carlos Tevez falls short of Manchester City's valuation.
Tevez has already seen a deal with AC Milan fall through as City point-blank refused to sanction a loan move.
Now Inter Milan have put their offer on the table, which is just over £20million, but Sky Sports sources understand that the deal is short of City's valuation.
French giants Paris St Germain are also still in the reckoning and they too are expected to make a formal offer now AC look to have dropped out of the reckoning.
Tevez is currently AWOL in Argentina after he flew back to his homeland in December.
