Roberto Mancini has reiterated that Carlos Tevez will not be loaned out as Manchester City prepare to meet representatives from AC Milan on Thursday.
Milan have made it clear they do not have the cash to buy Tevez right now and would prefer to take him on a temporary deal in January with a permanent arrangement to follow in the summer.
Officials from the two clubs will hold talks about the possible signing of the Argentine striker this week and Milan vice-president Adriano Galliani remains optimistic about agreeing a deal.
However, Mancini does not believe it is fair that rival clubs always try to take City players on loan, and is taking a tough stance when it comes to Tevez's future.
"I hope we can find a good solution for us and Carlos," said Mancini.
"We want Carlos to come back and play football and the best solution for us is to sell him. We can't let him leave on loan."

Paris St Germain are among the other clubs to have expressed an interest in Tevez and Mancini is prepared to sell to whoever offers a fair price.
"When Manchester City buy a player, they have to pay a lot of money," he explained.
"But when we want to sell them, they have to go on loan. This is not good. It is not correct for the other players.
"Manchester City paid Carlos a lot of money for three years. It is correct that if one club, it could be Milan, Juventus, PSG, Inter, want him, they pay Carlos for his value. This is correct."
