St Etienne have made the first move, with a swap deal put to their Ligue 1 rivals.
They are keen to find a midfield partner for new arrival Jeremy Clement and believe Wendel could be the ideal candidate.
Bordeaux, though, are not happy with the terms currently on the table.
Club chairman Jean-Louis Triaud told L'Equipe: "St Etienne proposed a swap deal, but we are not interested."
